Unprecedented Move in Deep-Sea Mining

Canada’s The Metals Company (Nasdaq: TMC) has made a groundbreaking move in the deep-sea mining industry by formally submitting applications for a commercial recovery permit and two exploration licences under the US seabed mining code. The commercial recovery permit covers 25,160 square kilometres within the Clarion-Clipperton Zone (CCZ), a resource-rich area of the Pacific Ocean between Hawaii and Mexico.

Substantial Resource Potential

The company’s targeted zones contain an impressive 1.63 billion wet metric tonnes of nodules, with an additional exploration potential of 500 million tonnes. These resources are estimated to hold 15.5 million tonnes of nickel, 12.8 million tonnes of copper, 2 million tonnes of cobalt, and 345 million tonnes of manganese – all crucial materials for batteries, clean energy, infrastructure, and defence applications.

Regulatory Progress and Timeline

In a significant development, TMC USA received notice of full compliance from the National Oceanic and Atmospheric Administration (NOAA) on its exploration applications in August 2025. With NOAA proposing revisions to DSHMRA regulations that could streamline the permitting process, TMC appears to be prioritizing the US regulatory path over the International Seabed Authority. The company has set an ambitious target for first production in Q4 2027.

Environmental Concerns and Scientific Debate

However, the project faces significant scrutiny from scientists who worry about the impact on little-studied ecosystems. Most other countries maintain that these minerals, which lie beneath international waters, aren’t America’s to mine. Environmental experts warn that mining operations could damage ecosystems where scientists continue to discover new animal species.

Strategic Importance and Future Outlook

The company’s initiatives have gained support from recent US policy changes, with a presidential executive order promoting deep-sea mining as a strategy to counter China’s advantage in global mineral supplies. According to Gerard Barron, TMC’s CEO, “This resource can help America become mineral independent, just like it became energy independent through shale and gas.”
